Steam heat issue

We can not get any heat up to the second floor radiators.  We installed 2  new 1" main vents on the returns. The vents are all open or have been replaced.  We have a 10 year old Burnham oil boiler and the system used to be coal fired years ago and there is still some in the basement.  It is a one pipe system with heavy asbestos insulation and some of the insulation is missing.  The main is hot all the way around.  The 1" line that goes to the second floor is warm only for about two feet off of the main.  The pressure gauge on the boiler never seems to come off of "0" .  The pressuretrol setting seems to be at 1 psi.   Help.. Help.

    Steam Problems

    Hi- You might want to post over in the "Strictly Steam" section of this board as more steam guys hang out there. I'm not quite sure what you mean by "two 1 inch main vents" and "all vents are open or have been replaced". Perhaps you could post some pictures of your boiler and the new vents. Was your steam system operating well in the past" If so what has been changes since then?
