    That's probably

a Moline Vapor system. I don't know of anything else that used return valves of that type.

Can you take a pic of some radiators and the piping above the boiler?

The radiator hookup looks like like a Moline

I don't see the ejector or air trap in the boiler area, but some knucklehead might have removed them.

Moline radiator fittings were marked with the Moline name and trademark. Can you see anything on the valves?

If this is a Moline, the vents on the radiators don't belong there.

    Not to worry

the inlet valves on the radiators have orifices in them. So what you have can be set up as an Orifice Vapor system.

The Pressuretrol on the boiler should be replaced with a Vaporstat, to keep the system pressure below 1 pound. Then the steam will not get as far as the radiator return connections. Remove the vents on the radiators and plug the openings, and vent the steam mains and dry (overhead) returns properly so the steam will distribute at ounce pressures.

This is best handled by a pro who specializes in steam and Vapor. Where are you located?

    It might be

it might eventually wear out the controls. But before we look at firing rates, the system needs to be in shape. This might cure the cycling problem.
