2 Stage Thermostat

I have a client who is considering radiant ( staple up) for a kitchen/ dining room in their home. They currently have HWBB.
Does anyone know of a 2 stage thermostat I could use so that as long as the radiant satisfied the heating needs the BB would be off, but if there were a significant cold snap and the Radiant couldn't keep up the baseboard would satisfy the thermostat? My concern is, that the home is old, and drafty, and that the btu/s.f. provided by the radiant will not be sufficient on the design day.
