insulating underfloor for retrofit

I'd like to consider underfloor radiant for a retrofit but have some concerns. First, I have some doubts whether inspector will OK reduced crawlspace clearance due to new insulation.
Would it be practical to delete some or all underfloor insulation in favor of a conditioned crawlspace?

The short answer is no.
Most of the radiant floor systems require a minimum of R-13 under the floor to drive the heat up into the desired space. Otherwise you will have ceiling radiant in the crawlspace.
