i have tekmar controller that is only sending 11.7 vac to my pump relay it should be @ 24 vac I suspect the controller has a bad diode in it, I checked voltage at transformer its 28 vac replaced relay twice still having same trouble any ideas, looks like i will be replacing this controller.

354 no longer in production
You are seeing 1/2 of a 24 volt signal, I suspect a wiring issue (loose missing neutral) and if the onboard relay of the 354 were bad, you could verify that with a continuity test.
