Valve frozen shut

I have been renovating this building for 3 years, and have had a radiator detached in this particular bathroom for about 2 years now. I want to put it back in place, but the valve will not turn. It was working at the time I turned it off. Can this be refurbished in place somehow, or do I need to replace the valve? I am assuming that replacing could put stress on the connected pipes, and I am somewhat reluctant to do that.

stuck valve
if the valve stem will not turn, loosen the packing nut, above the bonnet of the valve, under the handle. it should turn [open], and then when open you can tighten the packing nut up to prevent it from leaking. use a good wrench to preserve the flats on the nut.--nbc0 -

That worked perfectly. Thank you again. The radiator is in place and heating extremely well. The hut was packed with string that I was not quite able to jam back in there, but I was extra generous with the thread sealant and it does not seem to be spitting or leaking at the valve.
