One section several classrooms dont get hot. I changed steam traps and it made no difference. What would I look for next. Also, found the rads without shut off valves?

the broken traps...
are on the hot rads...not the cold rads...look elsewhere for trap repair locations...likely on floors below cold rads1-pipe Homeowner - Queens, NYC
