Where a room is underheated, does anyone know if you can add fins to a baseboard radiator? If so, do you know of any good resources / websites/ contractor to do this and possibly the cost per foot?

They no longer make fins to add on
They did back in the 50's but no more. If you have base board with plain pipe in it then the plain pipe can be cut out and replaced with fin tube. It needs to be the same manufacturers tube, as in Slant Fin in Slant fin and Sterling in Sterling. If there is not plain pipe and there is room more baseboard can be added. Are you sure it needs more emitter and that it is not another issue such as air bound or a poorly working pump?Cost is what you spend , value is what you get.

I have done a heat loss calculation and there is not enough fins to meet the heating load of the room. I thought I would be able to get clip on fins0 -
There is a new product
There is a solution to adding more baseboard fin. Its called Fin Clamp and you can find it by searching for Fin Clamp Baseboard Element on any major search engine.
