Adjust old Thrush damper control

I have an old coal and/or wood boiler and radiators probably original to the house (about 1930).  An oil burner was added as well in about 1950. The woodburner has a Thrush damper control system, with a lever that has weights, and an overhead set of chains and levers that connect from one side of the lever to the other.

My quesiton is how to adjust the weights and chains/levers to properly set the boiler temperature.  I found a chart here somewhere that indicates the right temperature for the boiler given the outside temperature.  Can you explain the right procedure for adjusting the damper control so that it holds the water temperature in the right range?  Or point me to some literature that will explain it?
