No Baseboard heat upstairs?

Hey guys,
what are some things I can check. My upstairs heat does not work. All shutoffs are open, the pipe from the boiler is hot going out of the basement, nothing upstairs, return pipe is cold. when I turn the thermostat up it sounds like water starts moving through the pipes but of course not sure.
Could it be a zone valve problem??

no heat upstairs
If you can hear the water in the pipes it is probably air in the lines. You have to bleed the air out.0
