Adjust the cut-in pressure annually?
No, typically not. Once your steam system is properly set up and you can get your system heating quickly and quietly, just set it and forget it. There should be no need for adjustment year to year aside from any "drift" or damage to the control. Just make sure your pressure control or better yet, vaporstat, are set as low as they can be to heat the building and are properly protected by a siphon/pig tail.
