Why is this baseboard radiator not getting hot?

Someone has a baseboard radiator. On the bottom of the radiator, on the right side, the supply pipe comes up through the floor, goes through the element of the radiator, then disappears back down through the floor. Only the right side under the element gets hot, nothing else. I think it's a monoflow system, but I'm not sure. There are no bleeders in the baseboard. Can someone tell me what the problem is?
