Strange pipe

I was in a boler room today and was talking to the plant manager about the steam system. Three buildings make up the test lab for one of the local steel companies. They have two large CB boilers. One was process steam and the other for heat. Process steamer no longer runs and the pressure has been lowered from 125 to 14. In the basement of the boiler room is the condensate pump and tunnels of steam lines for the other buildings. Just before the condensate pump, there is a vertical pipe. It's more like a pipe within a pipe. Condensate enters in the top and on the side at the bottom. Could this be some sort of Mill Hunky fabricated flash tank? There is also a trap between the pipe and the pump.
