What is the best way to slow steam down when I only have 11/2 supplies?

    Turn off the boiler....

But then, I don't think that is really what you're asking.

Can you elaborate a little bit.  What is the problem?  Describe your system, pictures always help.

    1.5" supply valves?

Too much pressure?  Is the steam coming out of the boiler or the radiator?

    Too much pressure

I'm going to be replacing the existing boiler so when I do I'm trying to get the boiler to stay running longer and not bounce on and off due to pressure. Is down firing the boiler an option? It's only a little 3 section residential.

    Properly sized boiler would help

You need to purchase a boiler that is matched to your load.  Do you have cast iron radiators?  They are measured in sq ft of radation.   A steam boiler also shows the sq ft of steam radiation that it will accomodate.  If they are properly matched, the short cycling that you describe should go away.

Shoud be easy to reduce pressure

    1) Do you have a  gauge (3#) on your pipe? The one on the boiler doesn't count.

    2) Do you know what a pressuretrol is?

Sometimes the pressuretrol is not operating for a number of reasons. Read up on this stuff including Dan's books. "You got Steam" is a great first read.
