Fins for a steam pipe
Can I put fins on the main steam pipe in the basement to generate more heat? If yes where can I get them?

Insulate the Steam Pipes!
You don't want to do that! The job of the steam mains is to take steam to the radiators in the house, not be a radiator itself. What you want to do is insulate the steam mains very well so they won't act as a radiator. Here's an article by Dan on the importance of insulation

If you want heat for the basement
you can install iron fin tube element if it is an unfinished space. The best way is to install a hot water baseboard loop with related plumbing so you can control the temp you want. and insulate you mains so the steam works faster and quieter.Cost is what you spend , value is what you get.
