Keeping my 3rd Story warm

I have a 3story 100 year old Victorian house, with a steam boiler/oil burner. My programable thermostat is on the first floor. I cant seem to maintain a comfortable temperature on the thrid floor without roasting myself on the first floor.I thought of just moving the thermostat to the third floor and setting it at 68 degrees and forgetting about it, but my fuel cost might go through the roof,any suggestions anyone?
