old radiators make her sick

We have a new renter upstairs in a duplex older home. A nice lady just moved in and says the heating system, when on, makes her throat sore, chest pains, trouble breathing (asthma like symptoms?). It's cast iron radiators, hot water heat, with a gas boiler in the basement (2 levels below her). The place checks out negative for carbon monoxide, and we had a contractor check the system out, test for CO2, and bled a couple radiators. There are no signs of leakage of any kind. The radiators are painted, probably more than once, on both floors. Everyone I call locally tells me it's a closed system, and nothing from the heat can be causing this. Any ideas?

are there pets. She may need a humidifier. How warm does it get in the apartment? Have you checked the chimney?Cost is what you spend , value is what you get.
