old apartment steam pipe sprouting water

I live a rental apartment building built in 1920. The heat just came up this morning and my girls' room has a steam pipe that we covered with rope. I noticed that up near the ceiling, there is water and I climbed up and there is water coming out of a round valve. Any ideas on how to close this valve? I tried turning it but it just seems to point the water in another direction. I have left a message for the landlord but would like some other ideas.
