Aquastat temp settings for Peerless boiler 210-5-W

I have a Peerless H/W boiler serving a 21-unit garden style apartment building in New Jersey. Unit was installed in early 1970 and I can't find any documentation on it. I'm trying to determine the optimal settings for the 2 Honeywell Aquastats (high/low) mounted - both for summer operations and winter operations. There is an external heat exchange which supplies domestic h/w.

Appreciate any suggestions.
