Service valves on steam boilers in NYC

I need some help with this. I am a NYC licensed master plumber, installing a Burnham SIN4 in Queens (oil to gas conversion). In the past, anytime we installed steam boilers in NYC that were 350,000btu's or less, we never had to install gate valves in the steam supply and return piping. Now I am being told that NYC changed their requirements and you need gate valves in the steam supply and return piping. Is this true?
This current installation is a single, low pressure 105,000btu steam boiler in a residential two-family house. Have their been any code changes that I should be aware of? Thanks!
