Installing a vinyl pan in shower stall

I am installing a vinyl pan in a shower stall with a 2" pvc drain line and 2" shower strainer.. I told the tile guy he has to pre gauge floor before I install my vinyl pan. He says you don't have to, why does pre gauge need to be done? What is the improtance of pre gauging?

New-one on me when using a PVC pan liner.
The strainer usually has an adjustment to alter the depth.0 -

Alway pitch
You must per pitch all shower pans the concrete or tile are not h20 proof. The water after about 3 or 4 showers will leach through and the whole pan. If not pitched will be come a cesspool of water do not put in the pan with out pitching it we some times us roof shingles under 1/2" plywood it does not need to be much but you will save your self a lot of trouble down the road.We have ripe out over 20 pans in the last 3 years from poor installations.
