I desperately need some help so I don't lose the house!

Guys, I can't tell you how stressed out I have been the last few months. Here's the story. I am in contract for a house and the boiler wasn't working. It is oil heat and in nassau county.My cousin who is a plumber,works in the city and  got it running and it works. It is an older boiler and it looks it. The bank wants a letter from a licensed plumber in Nassau county that says it works.

Ok...the house was a foreclosure, we already priced some Peerless, Burnham, NY boilers, etc to put in as soon as I close, cause winter is around the corner. My cousin and all his guys are only licensed for the city not Nassau, so that doesn't work.

 The bank still wants a letter stating the boiler is good for at least 7 years. WHO CARES....WE ARE Changing it!!!! But this is what I need. Could anyone help out with the letter. I know it will cost something for this, but I would hope that someone would help me out here as I will lose the house without it. They are actually trying to steal it from under me, cause some person that has loads of money wants the house and can buy it outright. Please help out a guy who works everyday and just wants a roof for his wife and kids.

    Nassau County requires permits, so if your cousins aren't licensed there they can't legally change the boiler. Have Matt do it.

    A real estate agent customer called asking for help - 24-hours to go before the bank yanked a mortgauge out from under a young single mother trying to rebuild her life. Oil-fired furnace. In this case, though, it was the FD & codes folks requiring a letter. Told her I'd stop by. It was a Timkin wall-flame with a single large floor-grate. Needed cleaned and a few minor parts. Fired it off & it quickly became obvious what the previous owner (it was also a repo) had used the floor-grate for - a urinal! Had to vacate the home to ventillate. FD & codes were due in just one hour - timing is everything. She passed that inspection & I wrote the letter. But I did one more thing - contacted Judy Garber with NAOSHM. Judy managed to get the young single-mother into the Oil Heat Cares program.
