Johnson Controls Pressuretrol??

My neighbor has a Johnson Controls Pressuretrol on a Weil McClain boiler .. I tried to "crank down" the pressure today but it didn't seem to want to go below 5PSI cut-out. It was a standard looking GREY metal box type with 2 squared off adjusting screws on the top just like a standard honeywell pressuretrol. The scale on the front had a left arrow indicator for cut-in and a right indicator for cut-out (the arrows shared the same scale) .. is anyone familiar with this beast? Does it crank below 5PSI cut-out? I did not open the unit up, is there perhaps an internal adjustment? It stated on the label that the minimum pressure differential (cut-in vs cut-out) was 1.5PSI and the MAX was 8PSI if that's any help.

No, I don't have the model number of the installed unit, but I suppose I could get it if it's really required to answer my question.

TIA
