Weather King not cooling house.

I live in a 3 story 2100 sq foot row house. I have a 1-1/2 ton condenser doing the 1st floor and a 1-1/2 ton doing the 2nd and 3rd. it was 95 degrees in Boston yesterday. The 1st fllor was 78 degrees and the 2nd was 83. I turnes both t-stats down to 69 and left the house for 5 hours. When I came home at 10:30 neither rome had cooled.
The house was rehabbed last summer, the condenser installed in Sep/Oct of 09. I am the 1st person to move in and turn this on.
Is it undersized? Does it need a charge? What else could it be?

I understand your numbers.The 2nd and 3rd floors together are [1400sq. ft. ]cooled by just one AC unit that is a 1 1/2 tons? If ,yes, then that is a problem.0
