boiler sizing

I've got a heat loss of about 15k for a small apt. I'm looking for a condensing boiler/indirect combo. It seems to me that almost any boiler is too large for this application. The smallest I've found is the the Lochinvar wbn050, which modulates down to 10k. Any thoughts or recommendations?
(this is a continuation of the multifamily discussion below; i'm still chewing on the central boiler vs 4 boilers approach!)

use that then but realise
you will need 40 k at least for domestic from an indirect water heater. If you are using plate heat exchangers as a tankless nethod of domestic water heater you will need the larger rating to keep up. With heat loads that low your domestic load will out strip your heat load.Cost is what you spend , value is what you get.
