I have baseboard heat and the pipe comes out of the baseboard up the outside of the wall around the room down the wall then into the heater closet can I change it to pex and run it throught the wall and throught the floor joints then down the wall into the heater room and if so what size hole do I need to drill and should I use an elbow for each bend???

Why not
Just make sure you use barrier pex and drill your holes so your pipe insulator will fit. .0
