boiler size

i have a 12 apts. in one building the boiler is a burnham v 2009a  oil fired steam  a contractor came out to give me a price on a burnham gas fired k5006 steam boiler. my problem is the oil boiler is 2500 sq. ft. of steam, the new gas unit they want to give me is 1004 sq. ft. of steam someone please help me understand this one. i thought gas was less/ than oil

    NG is not as hot a flame as oil, so that`s a factor(not in his favor), but

    did he perform any kind of H/L for the units as they are now?

    Perhaps you don`t need to satisfy HUGE rads completely across all the sections to meet the load requirements nowadays, if it`s an "old system" building upgrades definitely reduce the needed load,,, but again, that can ONLY be calculated by a proper H/Loss room by room.

    Tricky stuff if you play-it that way,,,, but it is accurate!
