I am in the middle of an all electric conversion to a mod con and LST HE dual pass baseboard system. In the lower level (Tri-level home) the existing electric is on the floor. The question is what, if any would be lost by placing the new HE baseboard on the foundation shelf 3ft off of the floor. This would elimininate the removal of a lot of paneling and the reinstallation of sheet rock. In addition it would remove the required placement of certain furniture.

It would work but.
The coldest air will be at floor level which will promote better convective currents in the room for circulation.

I use PEX tubing to serve over-sized European steel wall panels. Less wall space, real radiant heat and lower design water temperatures for higher condensing efficiency.0
