Someone has actually seen a benefit of carbon monoxide. Now, I'm totally against the whole program, all of it it. I heard there was picketing in Juneau over it.

A sad but humane death...
No one ever wants to see any animals die.
My father was the plumber for the City of Thornton about 50 years ago. The dog/cat pound for the city use to back a city vehicle up to a 55 gallon drum, and connect a hose to the exhaust of the truck to put the unwanted pets to death. Simple humane, cost effective way of putting them to sleep.
The Humane Society got involved and said that they were possibly blistering the dogs and cats lungs with the hot automobile exhaust before they died, so they hired my dad to create an exhaust gas cooling system to keep from blistering their lungs. He used a shell and tube heat exchanger cooled with water from the sewage treatment plant.
It satisfied everyones needs.
BTW, not trying to justify what the ADF&G did/was doing.
