Just guessing....
The pump was probably RENTED. Maybe the feds need to come down on the rental equipment contractors who rent out small gas powered equipment...
I know when I rented a back hoe from a local major rental corporation, they made me read and sign the operating manual for the machine, and that took a while.
How hard would it be to hand out a CO awareness pamphlet and get their initials on the contract stating that they had received and read all safety/operating instructions...

Can't cure stupidity
Reminds me of my days as a fireman, responding to calls during power outages. The warning tags couldnt have been any bigger on the new generators running in peoples basements & garages. Besides the tags, constant media you wonder where these people have lived not to know, under a rock?0 -
All we can do is continue to educate..
Maybe there is a language barrier. Maybe the notices need to be in more than just Inglasio.
If everyone had a CO detector, there would be a LOT less deaths. I guess no Senators family members have ever died or been maimed from CO poisoning, therefore it is not considered worthy of legislation. You know of course that the advent of the FVIR water heaters was because a senators daughter got burned in a flash fire cause by a tank type of water heater...
