Branches to Radiators

I am not really clear on how to size branches (steam and cond) to individual radiators. The charts I have are for mains, risers and runouts to risers.
Any help?
Is it OK to have a short steam branch DOWN to a radiator that has a thermostatic control valve?

The run-out is the horizontal pipe taken off the main. The riser is the vertical pipe after the last horizontal section of the run-out.
You can make the steam go down, but can you make the condensate go back up?0
