2 Pipe Radiator Water Heater

Hi, I recently moved into an apt that uses a 2 pipe radiator water heater type of system. I have no idea how to control the valves or what it would be best set to. The problem is that the radiator on the 1st fl will heat up fine, however not the 2nd floor. Which direction should both valves be turned in? (These 2 valves are beside the 1st floor radiator with pipes going to the 2nd floor).
