Rust in Radiators

My dad is pissed for not maintaining the radiators in an old summer rental property he owns. This year he decided to rent the house all year around and installed a very costly new gas furnance. This week he spent $800 having a professional drain the radiators The problem is rust. Dad was negligent in maintenance. (Standing water has caused alot of rust). He is so pissed off at himself.
Is there something Dad can do? Or is he going to have to rely on calling a professional back to the house to do the same thing again?

Rust in Radiators?
Obviously he is draining the system when he departs for winter, then refills it for the next season. If the "raw water fill" is high in PH, this is doing more harm than good.
I would recommend a good hydronic system cleaner(to flush),, then use a glycol antifreeze to avoid seasonal draining.
PS- Watch that PH level! ;-)0
