One Radiator Controls all

I just moved into an nyc apartment. We have a large radiator (call it radiator A) in the living room and two more in each other the other bedrooms (B and C). It seems that the bedroom radiators don't work unless the bigger one in the living room is on. And also it seems like radiator C will only work when radiator B is on as well. Is it possible for all of them to just control themselves? Also, even if I put any of the radiators on a little bit, it always gets too hot. How can I control the temperature? Any help would be much appreciated. Thanks

A bit more info is needed
Is this one or two pipe steam? or is it hot water? any photos? Do your neighbors have the same issue?Cost is what you spend , value is what you get.
