150 controller and short cycling

We have a large one pipe steam system.

we have installed several new vents throughout the system and things were running...ok.

We started to have a short cycling, the water gauge glass was filthy and overflowing. I think some of the vents are no longer working, for they just spit and gurggle while under pressure.

We called our oil company and they came out and made a call.

THis is what they fixed.

Does it sound appropriate?

 "This(short cycling) was being caused by the 150 pump

controller.  To correct this issue our technician throttled the ball

valve on the make up tank to create enough head pressure to the

boiler.  He also adjusted the differential on the 150 pump controller

to alleviate the short cycling.
