cold and hot on the same line ?

in Radiant Heating
I have a 2 story house with gas fired steam heat the issue is i have 2 radiators on the same line and one is not getting hot all the way through the pipe t s off to the first floor radiator that has a old looking vent on it made by flair the second story radiator gets toasty hot and has a dole vari vent 1a on it i believe is set to all the way open all the radiators on the second floor get hot to the point that the second floor is always hotter then the first floor

    the first radiator on the first floor is the larger radiator 8 fins this one is only getting hot half way the half that is getting hot is very hot the radioator on the second floor is smaller 4 fins this one is working fine

    also the second floor radiator get very hot while the first floor only heats 3 fins maybe
