No heat in 2 bedrooms, little in 1

in Gas Heating
I'd like to know if a small but powerful duct fan will pull the heat into the cold bedrooms. The house consists of 5 "half" levels in front to back split level. Good plumbers have tried adjusting dampers, but never seem to understand which damper is for which room. We have had this house 13 years and we have had no improvement. Is the duct fan the best solution, only solution???? We have been using expensive space heaters. Please help. We just can't put in a new heating system.

a little more information required
what sort of heating system do you have now-- forced air, steam, hot-water?
if you have hot-water or steam, there is no reason the heating should not be even throughout the house, as i am sure the first owners would not have tolerated cold spots! even if forced air, there should be heat distributed throughout, though not with the same degree of comfort as h/w, and steam.
you mention ducts and plumbers in the same post, so it's hard to tell.--nbc0
