Retrofitting copper hydronic system with PEX?

I have a commercial office building with a hydronic radiant heat system (copper pipe circulating through under building concrete slab). The system was installed at the time of original construction in 1952. During its life it has only had one leak, which was repaired by jackhammer and splicing.
Now it appears to have a new leak and I am fearful that this is one of many to come.
Can the copper pipes be used as sleeves into which PEX is inserted and utilized to "upgrade" system? Has anyone done this or heard of it being done?

I doubt it
but there is a process where water in pipes are drained, and a epoxy coating is pumped into pipes. There are companies that specialize in this.
