black iron baseboard

Years ago I attended Guardian angel church in Brooklyn .As i recall the chuch used a group of 3 inch pipes on the walls to serve as radiators. Is it possible to use black iron pipes as a baseboard heat source?

Convection or radiation?
With normal finned-tube baseboard heat, most of the heat transfer would seem to be by convection. In the beautiful setup of the picture, there are no fins, so the transfer by convection would seem to be less (per foot of copper tubing). So does this setup heat more by radiation? Or is the tubing just lengthened so make up for the lack of area caused by the lack of fins?
BTW: is that copper tubing going to be lacquered to keep its color, or will it be allowed to be oxidized with time?0
