I just bought my house. Appears to be 2 pipe steam conversion to water. Inlet valve is high on radiators. Outlet is low on other side of radiators. Only top of radiator is getting hot except for last fin on outlet side. How do I get radiator completely hot?

pump speed
If you have variable speed pumps, try turning the pump speed down to low. My opinion would be the supply should be into the bottom as well as the return. Heat rises.
