Hoffman 40 blows and blows

I have just replaced a loud,hissing,gurgling, Hoffman 40, with a brand new one.
The new vent just blows air. no gurgling. Just air
The air is not that hot, I can put my hand over it
The radiator heats up but the vent never closes, it just keeps on blowing
On one of my previous posts, it was suggested that I have very inadequate main venting.
I have still not corrected this issue and have only one main vent, as compared to the 2 or 3 that I should have
Is it possible that this Hoffman 40 is acting like a main vent?
Shouldn't the vent close at some point. It never has closed yet?

73 year old one pipe system with original American standard boiler, oil fired becket, 2 inch steel pipe main, 100 feet long, with 8 radiators above.
