steam radiator half cold half hot

in THE MAIN WALL
Hey all! I've got a steam radiator that only 3 of the 9 grills are warming up. I've replaced the vents, checked the shut-off, shimmed it... you name it. All the other radiators in the place are working great. Any suggestion? Thanks!

    where is this radiator located in relation to the entire system? farthest from the boiler?
    Just a guy running some pipes.
