Poor circulation?

I am looking at an issue in a row style townhouse developement where the last unit is not getting good heat. It's two story and all radiators get warm on top with the bottoms staying cold. It's a monoflow system. The unit next door has great heat. There is a booster pump in the system. All other units have good heat. The owner says when the boiler temp is increased, she gets heat but everyone else screams it's too hot. There is a main line that feeds all units which is hot. The pipes coming off the monoflow tees are noticably cooler. The radiator valves had been changed. I'm thinking circulation but am not sure where to look. Any ideas?

Sorry, But
Without more information about the entire system, I can't offer much help. If it is a monoflow system, The following would be a great place to start.
