Need Help boiler system return flow problem

Hey Guys-
I've got a bit of a jerry-rigged piped boiler system in a rental house I acquired.
It's one zone supply and return pipe CI system with a newer Weil-McLain boiler. It appears some larger black pipe on the return side was cut out and down sized as a result of a leak? And a circulator was added to a return from the kitchen rad to increase flow? This added circ. pumps right at a Tee that brings in a return from a far flung BR that is not getting good heat flow. Is this circ on the wrong side of this tee? The larger return pipes further from the Tee to the right seem to flow fine and are unaffected.
See attached photo. All pipes shown are returns. The other circ on the system is on the supply pumping out of the boiler - but pumping at the expansion tank/air eliminator (which I need to change so it 'pumps away' right?). I'll raise that one in another post I guess.

Seeing a picture of the near boiler piping would help here. It could even be possible that the flow could be going up the tee instead of down, sending return water into that circuit. What kind of heating units are in that circuit thats not heating? How is that circuit being supplyed? Wojo0
