I need it in writing...correct boiler feed!

Went to a facility with several smaller buildings that all have steam boilers, mostly W/M. The boiler I'm working on has a 700,000 BTUH input. Many of these boilers were replaced within the last few years. We are going to draw up the plans to replace an ooooold fire tube boiler with a new W/M. I asked where the boiler feed pump was and he pointed to the city make up line with a nice filter. Then I asked what controls the condensate return pump? "Why, the float switch in the receiver." When I questioned him on having flooding problems, he said the water goes up and down in the boiler and it seems to work ok... So, I proceed to describe to him why the makeup should go to a real "Boiler feed tank and pump", and the boiler feed switch should control the pump. 

I was informed, very nicely, that all their boilers were set up that way and several other engineering firms had done exactly the same job we were doing and not one had said anything about the boiler feed. 

Am I nuts or aren't there any engineers that can draw up the installation of a steam boiler?

If I'm not nuts then I need to find information on how the boiler feed should be correctly installed so I can send it to him and confirm my position.

I already took a quick look in H.H.Resources and didn't find anything.
