steam boiler high pressure cutoff working??

I have a 9 year old weil-mclain sgo 3 steam boiler in a small house ... was oil fired and now converted to a gas gun.

system has not worked properly for several years .. last tenant was there for 5 years and used electric heaters since they did not like the steam ... it is in a rental unit.

I cleaned the system, flushed clear, unstuck the auto water fill, put all new air relief vents in and fired system ...

the relief vents vent the air, and radiators get hot ... then they vent steam ... these are new .... then the valves begin to blow steam .... 

the high pressure cutoff was set to 3 pounds and I reset it to 1/2 pound ...

still blowing off steam at radiators ..

is the  pressure cut off relief working correctly??

    pressure out of control?

    this is where a good low pressure gauge [gaugestore.com 0-2 psi] will be required. sometimes the pressuretrol can run out of control, with disastrous results for the air vents-both main and radiator. get the pressure down below 1 psi, and see which of them have survived. the pressure relief valve will not blow off until you get to 15 psi, or whatever it is rated for.--nbc
