On-demand vs. recirculation

I'm sure this has been addressed before but I can't find it.  Situation is a SuperStor feeding a kitchen sink 45-feet away via insulated 3/4-inch PEX in a cold basement resulting in a 1-2 minute wait for hot water.  Recirculation is the usual solution but what is wrong with an eeMax EX65T located under the sink.  This device costs about $250 and requires a manageable 27A at 240V.  It accepts pre-heated water and turns on at 0.5 GPM and turns off when the adjustable temperature is reached.  The specs say it will raise the temperature 59 degrees at 0.75 GPM which seem fine for the application.  The operating cost should be about 3 cents (at 15 cents/ KWH) if a full cycle is needed and neither water or recirculation heat is wasted.

    How about...

... simply putting a small tank-type heater under the sink.  If it has at least three times the volume of water in tank as is in the PEX line, you won't get large temp swings and you likely can run it on existing 120 volt power.  Also, no low flow penalty.

There is also the Metlund D'mand system...  choices!
