TRVs on a slightly oversized boiler?

Hi All-
A couple of months back I came here for advice on my system:

Based on your responses I made a lot of improvements that really worked wonders.
- I found a good local steam guy to install the missing indirect limit controller and tuneup the boiler.
- I insulated all my mains and installed new main vents per Steamheads suggestion
- I fixed the pitch of some radiators that were sloped wrong due to settled floors
- I rebalanced all the radiator vents using the venting chart
- I replaced the thermostat (they had a cheap model that didn't have steam settings)
So far so good, house heats much faster now and thankfully its not short cycling even though we measured the boiler at 40% oversize.
However I still have a couple of minor issues. The biggest concern is that the 2nd floor overheats on a long heat call. I've tried really slow vents on those radiators so the first floor heats longer, but its not enough. Now I'm considering installing TRVs on the 2 radiators up there to address this.
My question is: Is there any downside to installing TRVs on the second floor radiators to control overheating? Would they possibly cause short cycling?
(The 2nd floor radiators are about 25% of the total house EDR)
