Seems like these university studies miss one of the safeguards: to keep hot water tank temp at 140 degrees. I have heard of controls that keep the water at 120 or so but periodically (daily?) rev up the temp to prevent the bacteria. That probably already happens with some controls. I know the logamatic raises the temp to to 140, but once set point is achieved it won't kick in again until temps falls to 131.
