    Is there any reason why I can't pipe the water pressure regulator and the backflow preventer between the air scoop and the expansion tank?

    That is..

    really the best place for it. That way the fill valve will not pop on at circ. start up.

    Not only is it a good place for it, many air eliminators have a connection on the bottom just for an expansion tank, and at least for my W-M Ultra-3, the installation manual shows hooking up the backflow preventor and pressure reducing valve right in the line between the expansion tank and the air eliminator.
